The International Sailing Schools Association (ISSA) is one of the largest international sailing organizations. Its goal is cooperation with other organizations and private sailing schools operating in the broadly defined maritime domain. ISSA has a long tradition of sailing education and training under sail. ISSA certificates confirm both theoretical and practical skills. Since early 2014, ISSA GLOBAL sailing and motorboat certificates issued in Europe follow a unified worldwide format.

What do we offer?

The "Inland Power Yacht Skipper by ISSA" course is a comprehensive training program that prepares participants to independently operate motor vessels on inland waters and within a zone of up to two nautical miles from the shore. The course program includes intensive practical training and extensive theoretical knowledge, providing full preparation for safe and responsible boating. Participants gain skills in maneuvering a motor yacht in various conditions, learn advanced navigation techniques, and become familiar with the principles of pilotage and meteorology. Additionally, the course includes training in towing a water skier and recreational equipment as well as operating jet skis without power limitations. The entire program is conducted on modern motorboats that allow training in planing mode. The training is available for individuals aged 14 and above and ends with an exam, the successful completion of which allows participants to obtain an international ISSA certificate recognized worldwide.

What are the differences in the documents?

The ISSA Inland Power Yacht Skipper certificate differs significantly from the national motorboat license primarily due to its international recognition. It is recognized almost worldwide, giving its holders the possibility to legally rent and operate motor vessels. In some countries it is recognized without the need to obtain additional qualifications as a document authorizing independent operation of a motorboat. According to the ISSA organization, unlike the Polish motorboat license issued by PZMiNW, the ISSA certificate also includes training for operating jet skis without power limitations and the ability to tow a water skier and other floating objects, which expands the skipper’s competencies and provides greater flexibility in choosing vessels to operate.

The ISSA training methodology is based on modern standards that emphasize practical skills rather than only passing a theoretical exam or receiving a positive instructor opinion. As a result, course participants gain real experience that allows them to confidently and safely operate motor yachts. Additionally, holders of the ISSA certificate have access to a global training network, enabling further development, access to updated materials, and the possibility of improving qualifications in an international environment.

Types and course structure

THE COURSE CAN TAKE PLACE IN TWO VARIANTS – YOU CHOOSE WHICH ONE


Hybrid form

Step one:
After creating an account in our system and selecting the training, each candidate is required to complete the documents required by Ocean Angels in the system,

Step two: Each candidate is required to participate in a series of three 2-hour online meetings with an OAC instructor. Meetings are conducted via commonly available video-conference applications. If the participant does not have such an application, the meeting takes place in the system provided by OAC.

Step three: E-learning training that must be completed after the online meetings with the OAC instructor. This stage is mandatory for every candidate and is a form of theoretical self-learning that does not take place in a traditional classroom format. 

Step four: In the final stage of theoretical training, the participant is required to complete a test to verify the knowledge acquired in the previous steps. Successfully passing the exam allows the participant to enroll in in-person training which, depending on the purchased service, lasts from 5 to 16 hours (one to two days – time depending on the number of participants and their preparation after the previous online e-learning training).

Step five: Completion of in-person training authorizes the candidate, depending on the qualifications/certificates/licenses they are applying for, to take the exam**. Exams take place on the day the in-person course ends or the following day***.

Step six: Depending on the organization or qualifications chosen by the participant, it remains to submit an application for the document or wait for the document authorizing yacht operation or confirming the acquired knowledge and skills.

Stationary form

Step one: After creating an account in our system and selecting the training, each candidate is required to complete the documents required by Ocean Angels in the system,

Step two: Each candidate should participate in a 30-minute online meeting with an OAC instructor. Meetings take place through commonly available video-conference applications. If the participant does not have such an application, the meeting is conducted in the system provided by OAC. The purpose of the meeting is to provide basic training materials and prepare the participant for full in-person training. The online meeting is not mandatory, however the participant has access to training materials for self-learning via e-learning.

Step three: Each candidate is required to participate in a 24-hour in-person training divided into two modules: theoretical and practical. Trainings take place in various locations across European Union countries in facilities designated by OAC.

Step four: Full participation in in-person training authorizes the candidate, depending on the qualifications/certificates/licenses they are applying for, to take the exam**. Exams take place on the day the in-person course ends or the following day***.

Step five: Depending on the organization or qualifications chosen by the participant, it remains to submit an application for the document or wait for the document authorizing yacht operation or confirming the acquired knowledge and skills.

* Each participant must pay special attention to the training offer they have chosen. Below is the principle of obtaining national licenses/certificates or licenses.

  1. Obtaining the Motorboat Skipper or Sea Motorboat Skipper license issued by PZMiNW on behalf of the Minister of Sport and Tourism and the Minister of Transport, Construction and Maritime Economy (information link) requires passing an exam in the presence of an examiner from the Polish Motorboat and Water Ski Association or an entity authorized by the Ministry of Sport and Tourism of the Republic of Poland. Exams are organized on the day the participant completes practical/in-person training. After passing the exam and receiving confirmation of the result, an application must be submitted and instructions of the Polish Motorboat and Water Ski Association must be followed  >License application < 
  2. Obtaining the ISSA International Sailing School Association certificate does not require additional exams, however OAC conducts its own internal theoretical online exam available after completing the course.
  3. Obtaining the Motorboat Helmsman, Yacht Sailor, Sea Motorboat Skipper, Yacht Skipper and SRC Radio Operator certificate issued by IRSMA requires passing an internal exam organized by Ocean Angels on the day the participant completes practical/in-person training. The exam for obtaining the IRSMA license is a separate exam required by the International Recreation Sailing and Motorboat Association.

** Taking the exam is not mandatory, however it is necessary to complete the process of obtaining the above qualifications / licenses / certificates.

*** Each participant who selects training such as Motorboat Skipper, Sea Motorboat Skipper, Yacht Sailor, Yacht Sea Skipper – unless otherwise stated in the offer – is automatically registered with the entity authorized to conduct the exam on behalf of the Minister of Sport and Tourism. For this purpose, in the "Your Documents" tab please add the required document (ID card or copy of ID) after anonymization of the document – information in the file Anonymization.pdf available in the system after selecting the training.

Dear Sir or Madam, please carefully read the regulations due to numerous questions regarding the recognition of documents, certificates, licenses, membership cards and patents issued by our partners.

Clause regarding the form of issuing certificates and confirmations by Ocean Angels
We inform you that from February 10, 2025 the Ocean Angels Association (OAC) has introduced the rule of issuing all certificates, confirmations and documents confirming qualifications exclusively in electronic form in PDF or JPG format.

This decision results from our commitment to environmental protection, reducing paper consumption and lowering the carbon footprint related to document transportation. We believe modern technologies allow convenient and secure storage and verification of documents while ensuring full legality and authenticity of certificates. All issued documents will contain appropriate security features and the possibility of verifying authenticity using a unique number and the electronic signature of Ocean Angels.

1. Scope of responsibility
Ocean Angels Club (hereinafter: “OAC”) is not responsible for any documents, certificates, licenses, membership cards or patents issued by organizations, companies and institutions cooperating with OAC based on separate agreements. OAC responsibility is limited solely to the quality and method of conducting training in accordance with current standards and training programs.


2. No responsibility for third parties
OAC is not responsible for:
a) Failure of third-party entities issuing licenses to deliver documents after completion of training and passing the exam.
b) The course of state examinations organized by other institutions.
c) Changes in regulations concerning sailing and motorboating licenses – each participant is obliged to independently follow current regulations after completing training and passing the exam.

3. Obligation to pass the exam
Completion of training organized by OAC does not automatically authorize operating vessels. Each participant is obliged to:
a) Take the exam organized by authorized institutions, including OAC partner entities authorized by the Minister of Sport and Tourism.
b) Pass the exam according to current requirements.
c) Obtain the appropriate patent, certificate or license necessary to legally operate vessels.

4. Qualified instructor staff
OAC employs only experienced instructors possessing:
a) Appropriate qualifications and instructor licenses compliant with applicable standards.
b) Qualified First Aid (KPP) certification or completion of an advanced first aid course including assistance to course participants.
c) Knowledge and practical skills enabling professional and safe training delivery.

5. Equipment safety and insurance
a) All vessels and equipment used during training are insured.
b) Participants are required to follow regulations and safety rules during courses and examinations.

6. Legality and partnerships
OAC operates legally and in accordance with the law, with registered entities worldwide and is an official partner of the Polish Motorboat and Water Ski Association (PZMiNW), the Polish Sailing Association (PZŻ) and ISSA (International Sailing Schools Association). Thanks to this cooperation, training conducted by OAC meets the highest standards and complies with current regulations.

7. No refund of fees in certain cases
a) Participant absence during the course does not entitle them to a refund.
b) In case of taking an exam at one of the partner entities authorized by the Minister of Sport and Tourism, costs are also non-refundable.

8. Knowledge updates and advisory support
a) Regulations concerning sailing and motorboating licenses may change. Each participant who successfully completes training, passes the exam and obtains the relevant document is responsible for continuously updating their knowledge.
b) OAC provides advisory support regarding interpretation of regulations and procedures related to licenses.
c) OAC has experts who can assist with additional questions or doubts regarding licenses and vessel operation.
